To register, all you need are some basic details - your full name, address, telephone number and email address. These need to be accurate and up to date, it's part of eBay's user agreement that you give your correct contact details. Next, you need to pick your eBay user ID. The choice is yours, although you can't use certain words, such as 'eBay', swear words (for obvious reasons) and anything that refers to a URL or website address. Further details here. If you're planning on selling on eBay, then it's a good idea to pick a name that is easy to remember and reflects what you're going to sell. Finally, pick a password, enter your date of birth (you need to be 18 or over), tick the box to say you accept the User Agreement, and you're done.
